You ask whether we will use these 'pre or post workout.'
ALL mobility exercises should be done BEFORE main strength training- that's the whole point of them!
Mobility exercises can be used afterward for great benefit as well. After working out, and you've had your blood pumping, doing stretching/mobility exercises will improve your recovery, and mobility for next time. Many times after a workout your muscles can feel tight, and this can eliminate that lack of flexibility and tightness–especially after training that induces more lactic acid. Cheers.
